Waiver Information


  • Medicaid 1115 Waiver renewed October 1, 2017 – September 30, 2022. Information on the existing waiver details and transition plans can be found at the Texas Health & Human Services Waiver Renewal.

  • Creation of Regional Healthcare Partnerships (RHP) that support coordinated, efficient delivery of quality care, and a plan for system transformation that is driven by the needs of the community.

DSRIP Phase out Resources

Updated Estimated IGT for DY11R1

  • Updated Estimated Payment file has been posted to DSRIP Online Reporting Bulletin Board – do not use to submit IGT
  • Fixes the IGT Summary which was missorted
  • Wednesday, June 1, 2022 – Changes using the IGT Entity Change Form are due if applicable
  • Wednesday, June 15, 2022 – Actual IGT requests will be sent out by Provider Finance

 

DSRIP Reporting in DY11R2 (October 2022)

  • Providers will not need to submit any additional information (including Provider Summary Report or DY11R2 CAT C Reporting template) in October if all reporting was completed in April DY11
  • There will not be an NMI period following the October 2022 initial reporting submission
  • January 2023 is the final payment period for DSRIP

 

RHP Plan Updates and Close-Out Reports

  • HHSC is maintaining RHP Plan Updates and any changes since the DY9-10 submission
  • Anchors are not required to maintain UC hospitals’ participation in an RHP in DY11 or later
  • Anchors are not required to update provide information for the RHP Plan Updates or submit a final Anchor close-put report.
  • Anchors may be asked to compile a final list of DSRIP provider contacts to be used for compliance monitoring purpose.
DSRIP Extension Request
  • HHSC has formally decided not to request a DSRIP extension into DY11 (that is the current year we are in)
  • DSRIP will formally end on 9/30/22
  • October 2022 – Final reporting opportunity for DY10 Activities (in remaining CAT C measures)

DSRIP Timeline
  • April 30, 2022, 11:59 pm – Due date for providers to submit April DY11 DSRIP reporting, upload applicable Category C reporting templates using the DSRIP Online Reporting System, and email the Related Strategies reporting template to the HHSC Waiver mailbox at TXHealthcareTransformation@hhsc.state.tx.us.
  • May 1, 2022 – HHSC will begin review of the April reporting and supporting documentation.
  • May 18, 2022 – HHSC will post the estimated IGT due for April reporting based on milestones and metrics reported as achieved. Final IGT due will be based on HHSC review and approval.
  • May 20, 2022, 5:00 pm – Due date for IGT Entities to approve and comment on their affiliated providers’ April reported progress on metrics using the IGT tab for DY11 projects.
  • June 1, 2022, 5:00 pm – Due date for submitting any IGT changes in entities or proportion of IGT among entities to HHSC (TXHealthcareTransformation@hhsc.state.tx.us) using the IGT Entity Change Form.
  • June 14, 2022 – HHSC and the Centers for Medicare and Medicaid Services (CMS) will complete their review and approval of April DY11 reporting or request additional information (referred to as NMI) regarding the data reported.
  • June 15, 2022 – Estimated date for Provider Finance to send IGT notification.
  • July 6, 2022 – IGT settlement date for April reporting.
  • July 15, 2022, 11:59 pm – Due date for providers to submit responses to HHSC requests for additional information (NMI requests).
  • July 20, 2022 – April reporting DY10 DSRIP payments processed for transferring hospitals.
  • July 29, 2022 – April reporting DY9 and DY10 DSRIP payments for all providers and DY9 DSRIP payments processed for providers that were not paid on July 20, 2022.
  • August 21, 2022 – HHSC and CMS will approve or deny the additional information submitted in response to HHSC comments on April reported milestone/metric achievement. Approved reporting will be included for payment in the next DSRIP payment period, estimated for January 2023.
  • FMAP – the Public Health Emergency was extended on April 12, 2022, effective for three months from April 16, 2022. Based on the extension, the enhanced FMAP of 67.00 will be applied for July 2022 DSRIP payments.

CMS Withdraws April 2021 Recension of Ten Year 1115 Waiver Extension

 In case you have not heard, on Friday, April 22, 2022, CMS notified Texas HHSC that the were formally withdrawing their April 2021 rescinding of the January 15,  2021 waiver that was approved under the Trump administration.  The January 15, 2021 THTQIP Demonstration Project (1115 Waiver) is fully effective and no longer contested by CMS.  CMS determined that it is not the best use of federal government’s limited resources to continue to litigate this matter.  CMS also states in the attached letter that they will not re-issue any similar type rescinding or take any further rescinding actions on the January 15, 2021 approval of the THTQIP demonstration project. 

 

What this means for Texas:

  • Budget neutrality is locked in at the negotiated (and good for Texas) levels
  • UC continues and per the January STCs, pool size will be revised effective next fiscal year.
  • It does not mean CMS will not pursue disallowances if it believes non-federal funds are impermissible

 

What this means for DSRIP Providers and DSRIP Transition steps:

  • We are waiting on communication from the HHSC DSRIP team on next steps related to this announcement and DSRIP transition.
  • Finish your April DY11 R1 DSRIP reporting: be sure to report as much as you can and complete all reporting you are eligible to report.
  • Those participating in DPPs – prepare to report beginning April 28th when the reporting period opens for CHIRP, TIPPS, & RAPPs
